I also cannot just not have a package as important as ffmpeg available for my use, so I decided to uninstall Homebrew entirely from my system and start using MacPorts instead, which still maintains support as far back as OS X Tiger or Leopard.
I can only imagine more of my installed packages will wind up broken as more install formulae stop working. I could not find much in the way of discussion or solutions around this particular installation issue, and the Brew team seem to be quite adamant about not supporting High Sierra anymore, which I will not be upgrading from in the foreseeable future.
